Some users cannot change flow or task state that should be able to

We’re using Prefect 2 Cloud at app.prefect.cloud. A colleague of mine did not have the option to access the button for Change state for both flows and tasks (see screenshot below).

However, he has the same role as me, we’re both Admin’s (see screenshot below).

Any ideas? (possibly related issue)

UPDATE: Nevermind. It seems that the change state option is just not available on a running flow or task, but is available on a flow or task that is not running.
