Getting this error from a local prefect server start and prefect deploy
My goal is to connect it to microsoft teams webhook

Having this issue as well. I doubt this is a bug in the server since the UI is very different from in the doc here: Hosting - Prefect Docs
Hoping someone on the support team will see this. 
The issue was magically solved for me after I ran “pip install prefect-bitbucket” to install the blocks. I have no idea how it solves the issue though.
Having this issue too, support would be great
